Trust Fund Services is the assignee of the claims of a welfare trust fund which was established on March 10, 1952, by the Seattle Local Joint Executive Board in its capacity as representative of various Seattle culinary unions. The fund is currently self-insured. Under article 6(a) (2) of the trust agreement establishing the fund, the board of trustees is empowered to promulgate rules and regulations to carry out the purposes of the trust. Exhibit No. 4.
